Brief description

Regulation No 305/2011 (Construction Products Regulation, or CPR) of the EU came into force on 1 July 2013, repealing Council Directive 89/106/EEC (Construction Products Directive, or CPD). The regulation lays down conditions for the placing or making available on the market of construction products by establishing harmonised rules on how to express the performance of construction products in relation to their essential characteristics and on the use of CE marking on those products.  

Aim of the regulation

The aim of Regulation (EU) No 305/2011 is to ensure the accuracy of information on the performance of construction products. This Regulation aims to remove the technical barriers to trade in construction products within the countries of the European Union.  

Detailed description

The regulation sets out requirements for the construction products, which are described in the following chapters:

• General Provisions (Subject matter, Definitions, Basic requirements)
• Declaration of performance and CE marking
• Obligations of economic operators (manufacturers, authorised representatives, importers, distributors)
• Harmonised technical specifications
• Technical assessment bodies
• Notifying authorities and notified bodies
• Market surveillance and safeguard procedures

Who is Certification for?

Certification is addressed to all organizations, regardless of their size, that are active in the construction products sector.  

What are the benefits of certification?

Certification of construction products can give added value to an organization:

• CE marking is a kind of “passport” for the free circulation of construction products in the European Union’s market, regardless of the product’s origin.
• Facilitates the functioning of the common/internal market by applying a framework of harmonised technical specifications.
• Reduces or eliminates the application of any additional National Requirements set by the Member States by applying the requirements and procedures provided for in the Regulation.
• The product is safer for the end user, through the implementation of the requirements of the Regulation, thus reducing any claims for damages or liability in case of any material failure.
